Operation SA01-033325 - Emergency Reforms, Critical Care Unit, Surgical Block, Endoscopies and CQA Operating Room

Priority axis: EP20. REACT US Foster crisis repair in the context of the COVID-19 pandemic and its social consequences, and prepare for a green, digital and resilient recovery of the economy.

Specific objective OE 20.1.1 OE REACT-UE 5. Support investments in infrastructures that provide basic services to citizens.

It is planned to carry out actions in the areas of greatest care needs, adapting the services of the Surgical Block, ICU, Urgent Services, Endoscopy and the Ambulatory Surgical Center (CQA) to the needs of the reference population. The action envisages the adaptation of the spaces by incorporating new technologies, the organization and growth of the areas, making the care management more efficient and increasing the response capacity of the health centers.

Expansion of the Ambulatory Surgical Center (CQA)

The installation of a new multipurpose operating room at the CQA is planned to reduce waiting lists.

Works started on 11 April 2022 and were completed on 8 March 2023.

Endoscopy service expansion

It is planned to double the number of existing endoscopy rooms and reorganize support spaces to respond to the increase in colon screening tests.

The works started on October 17, 2022, and the new spaces could be used on December 13, 2023.

Expansion of the Emergency Service

It is planned to expand the Emergency service with the creation of a short-stay unit. This extension entails the transfer of the external consultations and the Pediatric day hospital to the ground floor of the Santa Fe building.

On October 24, 2022, work began on the Santa Fe building, and the transfer of the CCEE and HD of Pediatrics took effect in June 2023. Work on the extension of the Emergency Department begins on June 17, 2023.

Expansion of the Central Surgical Block (BQC) and ICU

It is planned to increase the BQC by 6 operating theaters and practically double the capacity of the ICU, with the aim of strengthening the response capacity of the center in surgical activity and attention to critical patients.

The works will start on January 9, 2023. In October 2023, 8 new operating theaters and 27 ICU cubicles will be delivered, located in the Frontal Gran Via building.

Operation EC01-025423 - Reinforcement of the capacity to respond to the crisis of the COVID-19 launched by the Consortium Corporació Sanitària Parc Taulí (CCSPT)

Priority axis: EP01. Boost research, technological development and innovation

Specific objective: EO 1.2.4 Actions necessary to strengthen response capacities to the public health crisis caused by COVID-19

Catalonia and the member states of the European Union have been affected in a unique way by the consequences caused by the outbreak of COVID-19, which has caused a public health crisis with a huge impact on its economic growth.

The aim of this action is to promote all the necessary measures to face this crisis, contemplating all types of expenses related to the fight against the disease (including among others, expenses in medical equipment, test material, personal protective equipment, installation Reinforcement operations, hiring additional staff, R & D & I actions, ICT equipment and applications, etc.). The contribution of European funds, through the co-financing of expenditure included in this specific objective, will be of vital importance to address the dimensions of the health and socio-economic situation arising from the impact of the pandemic.

This project includes all those reinforcement measures put in place and / or planned in order to face the health crisis caused by COVID-19, and fundamentally those described below: in the face of the challenge posed by COVID and provide quality, efficiency and effectiveness services to the population as a whole, and within this task by providing an integrative, horizontal and patient-centered view of the care activity, it has invested in spice, equipment and monitoring. comprehensive non-invasive critical illness throughout the hospital. These include the acquisition of control tools for the implementation, remote monitoring and alarm control service, so that the patient receives continuous monitoring without the need for the constant presence of the professional. Attention is paid to controlling alarms increasing the ability to respond to advanced detection of the increase in severity. The Hospital has a leadership position in the development and application of diagnostic tools through imaging and early detection and remote monitoring of patients, especially relevant instruments in the typology of patients with high infectious capacity such as patients. covid19.

Operation GO10-014563 – New model of standardization of healthcare processes

Priority axis: EP02. Improve the use and quality of information and communication technologies and access to them.

Specific objective OE 2.3.1.4 Promote digital public services, digital literacy, e-learning, e-inclusion and e-health.

The general objective of the project is to provide the healthcare system with a work culture based on the EMPA methodology and transferable to any care process.

Clinical health management is currently facing the challenge of providing quality, efficient and effective services to a population with different problems and needs. Management by processes facilitates this task by providing an integrative and horizontal vision of the care activity. Clinical practice guides, pathways or clinical trajectories are some of the tools used, mainly, by the nursing community for the standardization of healthcare processes. However, these types of resources show great variability among themselves, it is even common to use them interchangeably to refer to a standardized record of nursing activity.

In this context, the Multidisciplinary Standardization of Care Processes (EMPA) was born at the Parc Taulí Corporate Consortium, which is characterized by being a single registration document that contemplates the care process as a whole, regardless of the professional who generates the documentation. The EMPA allows the visualization of the tasks and observations that each professional performs without the need to consult other documents, thus guaranteeing teamwork and a global vision of the entire episode for the services where the process will be developed, placing the patient in the center of attention.

The cost-benefit analysis of the EMPA has allowed us to assess its implementation around 3 public areas:

  • Patient; as long as he receives protocolized multidisciplinary assistance, his safety and empowerment in his recovery process increases and his hospital stay is reduced
  • Professional; facilitating the monitoring of the clinical course, the registration action, improving communication and time management, thus reducing delays and unwarranted variability
  • Hospital; the integration of innovative thinking in healthcare structures allows an unprecedented cultural change in the hospital environment

The qualitative leap of the EMPA would come with the proposal of this public procurement project. Therefore, the aim of the project is to provide the EMPA with innovative technology capable of integrating this work culture into the health system as a whole, transferable to any care process, be it acute or chronic. The market study has not offered us a technological solution that fits the specifics of the EMPA, with which this project becomes a scalable innovation in the health system as a whole. The project includes 5 stages, ranging from the preparation and execution of the CPTI process to its implementation.
